Capitol Hill Station - Transit Oriented Development

Construction of the underground Capitol Hill light rail station and tunnels will require a construction staging area larger than the finished station and entrances. As construction is completed and the need for staging area decreases, those sites will become available for transit-oriented development (TOD) projects. At least four sites have been identified for future TOD around the Capitol Hill Station. Sound Transit has begun a TOD work program to carefully consider the opportunities and constraints at work for the four parcels to be redeveloped following construction of the Capitol Hill Light Rail Station.

Sound Transit has begun work to identify issues around the future transit oriented development at the Capitol Hill Station site. These include station program and operational requirements, community objectives for TOD included in the City of Seattle and Capitol Hill Chamber of Commerce-sponsored Broadway Economic Vitality Action Agenda (BEVAA), issued in June 2006, Sound Transit’s TOD business and project objectives, community interest in uses of space within the TOD, and the response of the commercial real estate community.

• Sound Transit staff completed the Sound Transit Capitol Hill Station TOD Sites Baseline Report. The report summarizes documentation of Sound Transit’s baseline analysis of Capitol Hill Station TOD issues and is intended to be a resource document and starting point for further public dialogue on station TOD issues.

Community Involvement

Sound Transit has begun a series of quarterly community meetings open to the public. The purpose of these forums is to:

• help identify issues around the future development
• provide ST TOD information as starting point for further dialogue with community
• establish regular community forums to discuss TOD issues
• provide opportunities for community participation, influence, and support of successful TOD projects around Capitol Hill Station site.

These meetings will include representatives from the City of Seattle, Capitol Hill Chamber of Commerce, Capitol Hill community stakeholders and members of the public on a variety of issues to continue progress towards the successful implementation of TOD projects.
