SOUND TRANSIT MOTION NO. M2003-72

A motion of the Finance Committee of the Central Puget Sound Regional Transit Authority authorizing the Chief Executive Officer to execute a contract amendment with AMX International Associates to continue to provide OneWorld technical consulting services in the amount of $155,000 for a new total authorized contract amount not to exceed $350,000 and exercising the option to extend the contract through December 31, 2004.

Background:

An initial two-year contract, with a single one-year option, was executed with AMX in November 2001, to provide highly technical programming and upgrade support for the JD Edwards OneWorld system, the Enterprise Resource Planning (ERP) application used by Sound Transit. Over the period of the contract, AMX consultants have been used to assist with the scheduled twice-yearly upgrade of OneWorld, support in research and implementation of Electronic Software Updates (ESU’s), provide on-site as well as remote programming assistance for report troubleshooting, and other highly specialized tasks. AMX has provided highly-qualified consultants who are familiar with Sound Transit systems and system configurations. As Sound Transit continues to integrate financial and project data, the OneWorld system will continue to require specialized programming services.

Motion:

It is hereby moved by the Finance Committee of the Central Puget Sound Regional Transit Authority authorizing the Chief Executive Officer to execute a contract amendment with AMX International Associates to continue to provide OneWorld technical consulting services in the amount of $155,000 for a new total authorized contract amount not to exceed $350,000 and exercising the option to extend the contract through December 31, 2004.

Objective of Action

To receive programming support for the agency Enterprise Resource Planning (ERP) application through amendment of the existing contract with AMX International for OneWorld technical consulting services.

Action

Authorizing the Executive Director to execute a contract amendment with AMX International Associates to continue to provide OneWorld technical consulting services in the amount of $155,000 for a new total authorized contract amount not to exceed $350,000 and exercising the option to extend the contract through December 31, 2004.

BUDGET IMPACT SUMMARY

There are no budget impacts for this action.

BUDGET DISCUSSION

These costs will be charged to the Information Services division of the Finance Department. The department has sufficient budget to cover the costs for this year in the Adopted 2003 Budget and will account for 2004 costs when planning the 2004 Budget.

REVENUE, SUBAREA, AND FINANCIAL PLAN IMPACTS

The proposed action is consistent with the current Board-adopted budget and is affordable within Sound Transit’s current long-term financial plan and the subarea financial capacity.

Due to the specialized nature of the services required and the limited opportunities for subcontracting, the M/W/DBE and Small Business Participation requirements were waived on the original procurement.

CONSEQUENCES OF DELAY

The availability of AMX consultants to perform planned, as well as unplanned support on the OneWorld system is contingent on a funded contract. While we will be using these consultants for planned upgrades this year, it is also critical to have them available for on-call support as issues with the system arise.
