Rail Activation Safety Manager

Starting Salary Range $69,384 - 95,403

Scope of Position

Rail Activation Safety Manager plans, directs, organizes, coordinates, and supervises the safety activities on the Link light rail during rail activation (commissioning, start-up testing and simulated operations).


The following reflects a representation of position's essential functions. It does not prescribe or restrict the tasks that may be assigned as needed.

• Oversee, implement, and manage Light Rail Activation safety, functions, and operations for the Central Puget Sound Regional Transit Authority; ensure programs are in compliance with applicable laws, rules, and regulations.
• Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned projects, services, and functional areas within the Light Rail Activation sphere of responsibilities; recommend and administer policies and procedures.
• Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within Division policy, appropriate service and staffing levels.
• Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
• Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
• Direct assigned consultants and contractors in the administration and implementation of projects and/or project phases; ensure that assigned projects, services, and operations are completed within the scope, schedule, and budget and that all objectives are successfully met.
• Participate in the development and administration of the Light Rail Activation budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; review and approve Division expenditures; implement adjustments.
• Manage the activities of the safety and occupational health program; review and interpret local, state, federal, and Agency safety standards, manuals, reports, and other formal written communications, and develop local guidance; serve as technical advisor and coordinator on safety and occupational issues; recommend, purchase, and provide safety protective equipment and material; establish and evaluate safety standards, program goals, and objectives.
• Manage specialized safety sub-programs such as rail safety, substance abuse program, hazardous materials control, fatigue awareness, fall protection, fire protection and prevention, electrical safety, and defensive driving; develop standards, manuals, reports and formal training and guidance.
• Provide or coordinate safety education, training and motivational programs, including developing or providing training or training materials; analyze accident/illness data, legislation, and job hazards to design training programs; develop employee safety training requirements and provide training.
• Oversee and evaluate safety program effectiveness and the achievement of safety objectives; identify deficiencies, recommend corrective measures and develop implementation plans.
• Manage and perform safety analyses of data to identify trends and hazard reduction requirements and actions.
• Oversee and conduct inspections of facilities, equipment, material and operations to identify hazards and prepare inspection reports that recommend corrective measures; develop and maintain abatement programs for identified hazards; evaluate levels of risk for determining hazard correction priorities.
• Manage and investigate mishaps and hazardous incidents to determine causation factors and/or improper work/behavioral practices; prepare accident investigation reports.
• Oversee and develop or evaluate hazard controls and recommend hazard control measures for unsafe conditions, operations, and practices.
• Review plans, designs and specifications for operations and facilities to identify proper hazard controls; coordinate control measures and programs with management officials and contractors.
• Perform field audits of construction contractor compliance with safety programs.
• Serve as a liaison for assigned programs and operations with other programs, divisions, Departments/Offices, and outside agencies.
• Support the community relations and public information effort(s) applicable to assigned safety programs and to the Safety and Security Division and to the Agency in general.
• Serve as liaison with Agency Board members, elected officials, the media, local community groups, and the general public regarding assigned division services and activities; make regular briefings to the Board(s).
• Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
• Provide responsible staff assistance to the Rail Activation Manager; conduct a variety of organizational studies, investigations, and operational studies; summarize and analyze issues and provide recommendations to the Rail Activation Manager on strategies to resolve these issues; recommend modifications to functional areas, policies, and procedures as appropriate; conduct follow-up to ensure that the issues have been resolved.

Ability to:
• Oversee and participate in the management of a comprehensive Rail Activation safety program.
• Participate in the development of goals, objectives, guidelines, and procedures for Light Rail Activation.
• Oversee, direct, and coordinate the work of lower level staff.
• Select, supervise, train, coach, mentor and evaluate staff.
• Manage multiple tasks, set objectives/goals, and re-prioritize as needed.
• Adapt to occasionally changing assignments as needed to balance work loads and achieve other Department objectives.
• Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
• Understand technical and/or industry concepts of safety management.
• Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.
• Research, analyze, and evaluate new service delivery methods and techniques.
• Prepare clear and concise reports.
• Perform a variety of occupational health and safety duties.
• Assist in developing and conducting safety training programs.
• Monitor safety program performance and recommend adjustments.

Education and Experience
Related experience may substitute for education on a year for year basis.

• A Bachelor’s degree from an accredited college or university with major course work in industrial safety, safety engineering, or a related field.  An advanced degree is preferred.
• Seven years of increasingly responsible safety program administration experience including three years of management, administrative, and supervisory responsibility in an Operating Light Rail System.
• Must have significant experience in rail activation, start-up, integration testing and safety certification.

License or Certificate
• Possession of a valid Washington State Driver License.
• Possession of a Certified Safety Professional (CSP) certificate is desirable.
