Scope of Position
The Project Manager serves as a senior technical leader for capital projects design and construction. The Project Manager will lead cross functional teams consisting of Sound Transit staff, partner agency staff and consultants developing plans and specifications for the construction of capital facilities. The Project Manager is accountable for the scope, schedule, budget, and quality of deliverables. The individual successfully filling this position will have strong communications and team leading skills, negotiation skills and a broad knowledge of capital project delivery.

Responsible for planning, design and implementation of projects that support service delivery as outlined in the Implementation Guide for Sound Move.

Responsibilities will range from defining scopes and schedules to implementation including project design and resource planning. Capital Projects will also include construction and operations.

Serve as a team leader on projects performed by Agency staff, consultants and contractors within a Department or Program area, ensuring adherence to quality, budget and schedules.

Interaction, knowledge sharing and negotiation across organizational boundaries and with other local, state and federal agencies/jurisdictions and business partners such as local transit agencies, WSDOT and railroads; with a major focus on the development of collaborative relationships

May also work independently or as a team member on complex problems or projects where analysis of situations or data requires an evaluation of variables

Exercise independent judgment in developing methods, techniques, and processes for evaluating and/or obtaining project results.

Perform essential project management activities for assigned projects, including management of scope, quality, schedule, costs, risk, personnel, consultants/contractors, contracts and communications. May oversee contracts and assure contract compliance on assigned projects.
Knowledge, Skills and Abilities:

Bachelor degree from an accredited college or university, preferably in engineering, architecture, transportation or a related field.

6+ years of increasingly responsible related experience including demonstrated project management and/or management experience equivalent to scope of assigned projects. Experience in capital project design and construction is required. Specialized experience related to area of assignments is preferred. Related experience may substitute for education on a year for year basis.

Certification in project management or a related field and years of on the job experience may be substituted for educational requirements.

Position requires excellent computer skills (MS Office) with working knowledge of budget control/monitoring techniques required and working knowledge of relational databases for project reporting and operations budget development.

Strong interpersonal skills and ability to demonstrate a positive customer service orientation for both internal and external clients.

Ability to apply appropriate oral and written communication techniques to various individuals ranging from Agency employees, the general public, elected officials, community leaders, local, state, and federal agencies.

Negotiate and identify solutions that balance the Agency’s interests and those of the negotiating partner(s), within financial capacity and other constraints.

Ability to work in a fast paced, politically sensitive environment is essential.

Ability to adapt to changing priorities as needed to balance work loads and achieve other department objectives.

Ability to analyze and synthesize information in a concise manner and make recommendations to resolve problems, policy, politically sensitive and project specific issues.

Ability to effectively coordinate project management activities with project controls.

Use the full complement of project management and professional management tools and techniques to effectively plan a project, solve complex problems, and manage projects in a creative and effective ways.
