Contracts Officer

Operations, Projects & Corporate Services - Close Date: Open Until Filled


Scope of Position
The Contracts Manager supervises and coordinates the activities and operations of the Contracts Division within Central Puget Sound Regional Transit Authority’s Operations, Projects and Corporate Services.  It supervises multiple sections and functional areas; coordinates assigned activities with other divisions, programs, departments/offices, and outside agencies.  Additionally, this position provides highly responsible and complex administrative support, and reports to the Executive Director of Operations, Projects and Corporate Services.

The Contracts Division is responsible for procurement activities that include a number of major construction contracts and a large number of goods and services contracts on a continuing basis.  The ideal candidate will have the vision and credibility to take this role to the next level relative to customer service, strategic partnership, process improvement and streamlining to ensure that projects are carried out successfully to meet scope, schedule and budget.

The Contracts Division has approximately twenty-five staff members and the Contracts Manager has four (4) direct reports.  The Contracts Manager is responsible for the management of a division that includes several line areas/sections or functional work groups of significant depth and complexity.  Responsibilities include development of division objectives and design and implementation of supporting units, programs, processes, policies, and/or procedures to successfully achieve those objectives.  This position is also responsible for the development and administration of its division budget.

Education and Experience
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education

A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, contract management, engineering, or a discipline related to contract administration.  An advanced degree is preferred.

Experience

Eight years of increasingly responsible related experience including a minimum of four years management, administrative and supervisory responsibility and experience in federal contracting for construction and goods and services.  This position requires experience dealing with complex legal issues related to contract management.  Experience in federal contracting is preferred.
