Communications Project Manager

Scope of Position
The Communications Project Manager uses exceptional communications experience, creativity and project management skills to oversee a broad range of critical strategic communications and public involvement initiatives within the Media Relations and Public Information division. This position is considered a senior level professional, fully functional in a broad range of communications disciplines. The position requires utilizing strong political instincts, analytical abilities and knowledge of communications and public affairs best practices to effectively plan and implement strategies for communicating with a broad range of audiences.

Essential Functions and Duties

  • Utilize exceptional creative and analytical skills to plan and implement communications strategies that resonate with target audiences, successfully employing best practices in public relations and marketing. Maintain awareness of new trends and developments within the fields and incorporate new approaches as appropriate.
  • Manage high-profile communications projects including preparation of fact sheets, brochures, speeches, talking points, guest newspaper columns, correspondence, and Board reports. Effectively guide projects through all phases including conception, writing, editing, design and production.
  • Develop and manage implementation of public outreach strategies that effectively keep community members involved in agency decision-making
  • Work with staff from throughout the agency to understand emerging issues and potential subjects of public and media interest. Maintain thorough technical knowledge of Sound Transit’s activities related to capital project delivery, service delivery and planning for future expansions.
  • Maintain exceptional quality control, ensuring materials are accurate and include compelling written and visual content.
  • Manage the agency’s speakers bureau, working with relevant staff to secure opportunities and target presenters and materials for specific audiences.
  • Recognize political trends and emergent policy issues that could either harm or benefit the Agency; develop strategies for avoiding negative impacts or accentuating positive ones.
  • Manage the preparation of timely and accurate responses to misleading and/or inaccurate information appearing in media coverage or other public forums.placehoder text placehoder text placehoder text.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

  • Knowledge of principles and practices of communications, public relations, marketing and community involvement.
  • Strong command of project management techniques and principles.
  • Ability to execute principles of research, writing, editing, and preparing a variety of public information materials.
  • Familiarity with basic government structures and functions at the local, regional, state and national levels.
  • Mastery of English language usage, spelling, grammar, and punctuation.
  • Ability to participate effectively in overseeing, directing, and coordinating the work of other division staff.
  • Ability to respond to pressing issues on a 24-hour/7-day basis as necessary.
  • Ability to manage multiple projects concurrently and plan and organize work to meet challenging priorities and deadlines.
  • Skill at comprehending technical information and communicating it clearly to lay audiences.
  • Ability to communicate clearly and concisely, both orally and in writing.

Education and Experience
Related experience may substitute for education on a year for year basis.

  • Bachelor’s degree from an accredited college or university with major course work in Political Science, Public Administration, Communications, Business Administration or a related field.
  • Six years of increasingly responsible communications and/or public policy related experience including responsibility for managing complex projects.

License or Certificate

  • Driver's License

Work Conditions

Physical: Primary functions require sufficient physical ability to work in an
office setting and operate office equipment.
