Scope of Position
The Environmental Compliance Division (ECD) of Sound Transit is seeking a senior level planner. The Senior Environmental Planner will be responsible for a variety of advanced environmental compliance functions and analysis related to environmental permitting; mitigation planning and design; Endangered Species Act compliance, plan review; environmental commitment monitoring; environmental review and documentation; agency and tribal coordination; site inspections; environmental management systems; and sustainability and climate change. The individual in this position will be proficient in federal, state, and local environmental requirements, particularly those related to ecosystem, wetland, and water resources, and will provide high-level strategic advice to project managers and others while simultaneously assuming direct responsibility and leadership for certain programmatic functions.
Essential Duties and Responsibilities

Coordinate with, resolve issues, and provide necessary information to federal, state, and local agencies granting environmental permits and approvals, particularly those related to ecosystem, wetland, and water resources.

Provide technical review, comments, and revisions to ensure adequacy and completion of relevant, NEPA, SEPA, and other environmental and technical reports and documents.

Serve as Endangered Species Act coordinator, manage the preparation of biological analyses (BAs and BEs), and work with federal agencies to meet consultation requirements.

Assist with identifying and developing environmental mitigation measures for project impacts for the purpose of complying with environmental laws and regulations.

Develop environmental compliance plans for permitting and mitigation projects including budgets and schedules for implementation.

Review project design plans and drawings for compliance with environmental requirements; manage systems to track compliance with environmental mitigation commitments, and conduct field visits and inspections.

Manage, coordinate with, and provide direction to environmental consultants for Agency and partner agencies.

Provide strategic advice and creative solutions to project managers and others on environmental compliance issues.

Arrange, facilitate, and attend meetings with agencies and officials on project environmental issues and develop effective working relationships with regulators and agency partners.

Maintain awareness of new trends and developments in the field of environmental compliance and conduct training.

Assist in the development of environmental policy and guidance.

Assist with implementing the Agency’s Environmental and Sustainability Management System and Sustainability Initiative, including knowledge of sustainable design, low-impact development, and other measures related to climate change.

Knowledge Skills & Abilities

A Bachelor’s degree from an accredited college or university with major course work in environmental planning, urban planning, environmental science or a related field. A Master’s Degree is desirable.

Eight to ten years of increasingly responsible environmental planning or equivalent experience.

Senior professional and/or technical expertise in state and federal environmental laws, regulations, industry practices, policies and procedures as they relate to environmental issues.

Demonstrated ability to perform a high level of project research and analysis and to use professional management and technical concepts to solve complex problems.

Familiarity with project management techniques and principles as well as construction practices.

Ability to work in a fast-paced environment, to manage complex project or multiple projects concurrently, and work effectively and efficiently under pressure.

Excellent writing and verbal skills, including ability to write clearly and persuasively, make effective presentations, synthesize research materials, prepare reports, and conduct negotiations.

Highest standards of quality and excellence in all aspects of job performance.

Competence with computer applications such as word processing, spreadsheets, and statistical databases.

Ability to respond tactfully, clearly, concisely, and appropriately to inquiries from the public, Agency staff, or other agencies on sensitive issues in area of responsibility.

Strong interpersonal skills required, demonstrating a consistent commitment and ability to work with diverse work groups and individuals.
