Engineering Systems Inspector Link Light Rail - Close Date: Open Until Filled
Scope of Position
The Systems Inspector is Sound Transit’s representative responsible for monitoring and documenting that field installation and testing is accomplished according to the approved specifications and drawings. In the area of signals, the focus will be on the specific train control and grade crossing equipment being installed by the signals contractor. In the case of system wide inspection, the emphasis will be on assuring that civil contractors properly install duct banks, foundations, and other systems related infrastructure.
Essential Functions and Job Duties:

Conduct daily inspections during construction of civil facilities through out the 14 mile Link Light Rail construction area, including inspection of duct banks, foundations, conduit, mandrel work, and other systems related work.

Once the Signals Contract begins installation, conduct daily inspections of equipment and installations being conducted under that contract.

Provide contractors involved with inspection reports identifying items requiring corrective action.

Report to the Resident Engineer and/or Project Manager on items, not in compliance with the specifications or not in accordance with approved drawings.

May be required to ask for engineering assistance to resolve problems or provide specific answers.

Review and audit contractor’s quality control program.

Develop a comprehensive understanding of specifications, drawings, test procedures, approved for field use.

Identify the resources required to perform the required tasks.

Meet the timetable required to avoid delay of contractors.

Maintain accurate records, files, open items lists, and keep them up to date.

Insure that contractors conduct and maintain test records of all required tests.

Monitor and report any unsafe conditions or practices of any personal on the job site. Stop unsafe work as directed by the Resident Engineer.

Provide weekly progress reports to the Resident Engineer and/or Project Manager.

Work is performed primarily in a field environment under pressure and requires the ability to quickly adjust to changing priorities and demands. Fieldwork at construction sites is required to monitor progress and resolve issues affecting the systems installations.

Business travel by various modes of private and commercial transportation may be required.
Knowledge, Skills and Abilities:

A High School degree, with technical schooling or Associate Degree.

7+ years related experience in systems inspection with an emphasis on rail transit signal equipment installation preferred.

Senior professional and/or technical expert knowledge of business/industry practices for the area of responsibility with advanced skills in the functional area is required.

Electrical testing experience, ability to read blueprints, good organizational and oral communications skills are required; railroad or rail transit experience is desired, with experience in installing/inspecting wire and cable in underground conduit required.

Knowledge of quality control plans and procedures required.

Ability to remain professional and focused on the problem in confrontational situations.

Superior interpersonal and management skills; demonstrated ability to lead and motivate a diverse work force; and experience managing budgets are fundamental.

Ability to use a variety of professional management and/or technical concepts to solve complex problems, analyze policy issues, and apply innovation and ingenuity in design solutions are essential.

Strong oral and written communication skills and the ability to apply appropriate communication techniques to various individuals ranging from Agency employees, the general public, elected officials, community leaders, and local, state and federal agencies are required.
