Project Controls Specialist

Project Control Specialist serves as a senior technical and team leader for critical project control functions and requires a broad technical knowledge of project controls.  A Project Control Specialist works on problems or projects of diverse scope and moderate to high complexity where analysis of situations or data requires in-depth evaluation of various factors. This position works in the Sound Transit headquarters in the Link Light Rail Department and reports directly to the Senior Project Control Manager. The Specialist may lead the activities of other staff in the project control division, provide training and review the work of other staff. This position does not have staff reporting directly to it.

Essential Functions and Job Duties:
This position description reflects a representation of essential functions; it does not prescribe or restrict the tasks that may be assigned.

The successful candidate will prepare cost and schedule analysis and reports for projects, perform essential project management activities for assigned projects/contracts, including management of scope, quality, schedule, costs, risk, and direct/administer assigned consultant staff when required regarding detailed project control functions.

Qualifications
Experience in cost control database programs required including establishing control baselines and maintaining system with actual/commitment data and preparing project forecasts. Must be computer literate with excellent skills in Primavera scheduling software, Expedition and possess an advanced knowledge of Microsoft Excel and Word. Desirable qualifications include team leadership qualities and excellent oral and written communication skills, and ability to work with diverse work groups and individuals.

Education and Experience
Related experience may substitute for education on a year for year basis.

• A Bachelor’s degree in Construction Management or related field (Engineering or Architecture) or a combination of education and relevant project controls experience that provides an equivalent level of knowledge, skill and ability as outlined above.

• 5+ years experience in project controls experience equivalent to scope of assigned projects.

License or Certificate
Possession of a CCE/CCC and/or PMP certificate is desirable.
