Project Control SpecialistCapital Projects - Close Date: Open Until Filled
Scope of Position
The specialist serves as a technical expert providing project control support to capital project teams. The individual successfully filling this position will have a broad knowledge of core project control methodologies and processes. This position works in the Sound Transit headquarters in the Capital Projects Department, Sounder and Regional Express and reports directly to the Project Control Manager. The Specialist may lead the activities of other staff in the project control division, provide training and review the work of other staff. This position does not have staff reporting directly to it.

Provide advanced level project control support to assigned projects; track, update, and report contract and project progress for cost and schedule.

Provide support to project managers with negotiations during the procurement process and/or with changes to a contract; coordinate with Contracts for the processing of new procurements through various systems; maintain and update system files for contract and forecasted costs, tracking, and other administrative functions for assigned contracts; establish cost exhibits to accurately reflect task work breakdowns; set up schedule of values/bid items in system; develop allocation or distribution rules for accurate accounting of costs against the contract.

Provide support for the development of project budgets and annual spending plans; provide support to project managers in the development of budget worksheet, documenting assumptions for cost, validating actual expenses, variance analysis, forecasting, and updating forecasts for estimated cost-to-complete; provide technical support in developing cashflow and annual spending plans using project control cost model.

Administer and monitor assigned contracts and ensure contract compliance with any scope, cost, and schedule changes; review progress payment submittals for task level progress, compliance with scope of work, and progress against contracted period of performance; provide direction in the management of contracts including the accurate and timely processing of progress payments, change orders, and contract closeout procedures.

Review, track, and forecast project cost; track contract budgets at a task level; review contract payments and prepare cost reports; review reports for overruns to working budget; report overruns and/or potential overruns for corrective action; forecast Estimate For Completion (EFC) by phase; document variances; update cashflows; update actuals and forecasts in Agency report; provide cost overrun analysis to management.

Provide support to project initiated changes to contracts; review and process contract change orders; ensure contract modifications are within contract terms and conditions and are compliant with change policies; prepare change control package including milestone schedule, budget exhibits and other change control documentation; process changes in system.

Review design and contractors schedule submittals to validate monthly progress payment request; report on progress versus planned schedules.

Perform independent review and analysis of consultant/engineer cost estimates, provide comments to the Project Manager and the Project Control Manager

Perform a full range of reporting duties; provide support to project managers in the preparation of project progress reporting; perform a variety of analysis including forecasting and trending, cashflow modeling, critical path analysis, and related analysis; provide cash-flow analysis report; assist with the preparation of risk assessments and specialized reports.

Review and evaluate consultant submitted earned value reports to validate results; provide report on earned value analysis for assigned projects.
Qualifications
The requirements below are representative of the knowledge, skill and/or ability required.

Demonstrated knowledge of project management principles and techniques, including scheduling methods and cost control

Knowledge of contract administration and construction management principles and techniques

Demonstrated familiarity with state and local government agencies and the ability to interpret and apply relevant policies

Demonstrated knowledge of public works contracting, including engineering services and construction contracting; knowledge of contract terms, procedures, requirements, and regulations

Ability to be organized, accurate, and timely

Ability to exercise judgment and to work with limited direction

Ability to handle multiple assignments at the same time

Demonstrated attention to detail and ability to set and meet deadlines

Ability to work as a member of the project controls team as well as with engineers, project managers, and other technical and non-technical staff

Demonstrated strong math skills

Excellent computer systems skills with working knowledge of computer relational databases, Excel spreadsheets, contract administration and financial systems, and budget control monitoring tools.

Familiarity with project scheduling tools

Ability to review and analyze project and contract changes and related budgetary information to determine the potential cost impact on a project.

Ability to analyze and synthesize information in a concise manner and to participate in strategies to resolve problems.

Strong oral and written communications skills and the ability to apply appropriate communication techniques to various audiences.

Positive customer service orientation, with both internal and external clients required.

Strong interpersonal skills required, demonstrating a consistent commitment and ability to work with diverse work groups and individuals.Education and Experience
Related experience may substitute for education on a year for year basis.

A Bachelor’s degree in Construction Management or related field (Engineering or Architecture) or a combination of education and relevant project controls experience that provides an equivalent level of knowledge, skill and ability as outlined above.

5+ years experience in project controls experience equivalent to scope of assigned projects.

2+ years experience in project scheduling.
