Senior Network Engineer

Scope of Position
Plan, develop and implement the Agency’s networks; to install, configure, maintain, and administer Agency network equipment to ensure the availability of network connectivity and services; to coordinate assigned activities with other divisions; and to perform a variety of highly complex technical duties relative to assigned area of responsibility. Positions in this class design, implement, and maintain data network infrastructure to meet Agency business needs and are responsible for leading the work of subordinate network and server staff.
The Network Engineer classification is considered a professional level position with specialized knowledge of administering and designing network information systems. Positions at this level serve lead projects of diverse scope & high complexity, may be assigned specialized or general information technology duties and will lead teams & supervise staff.

Essential Duties and Responsibilities
This job description reflects a representation of essential functions; it does not prescribe or restrict the tasks that may be assigned.

  1. Research, identify, evaluate, procure, test, and configure network systems including hardware and software; the senior level position oversees the acquisition, installation, and implementation of network equipment, components, infrastructure, and support systems; work with outside vendors to obtain, implement, and maintain cabling, internet access, data circuits, and other components.
  2. Utilize network monitoring tools to monitor servers, firewalls, and network components for errors, security issues, and other problems; review device, network, and application logs; review usage and utilization statistics.
  3. The senior level position performs network planning duties; assess growth requirements; conduct capacity, life-expectancy and feasibility analyses; identify areas of operation that require upgrades; analyze industry trends and make recommendations for improvements and efficiencies; research product information and write specifications.
  4. Troubleshoot, resolve, and respond to network problems; coordinate solutions with outside vendors, users, and information technology staff.
  5. Monitor network operations to identify performance and capacity issues; measure volume and performance of network traffic; identify utilization and performance issues; develop plans and implement new technologies and services to satisfy capacity and performance requirements; establish and maintain technology and operation standards.
  6. Ensure conformance with established information technology policies and procedures; recommend improvements in work flow, procedures, and use of equipment and forms; implement improvements as approved; make recommendations for policy and procedure changes to accommodate new technology and business requirements.
  7. Perform technical writing duties in the development and produc¬tion of system documentation, instructional and procedur¬al manuals.
  8. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information technology and network administration.

Knowledge, Skills and Abilities

  • Advanced operational characteristics, services and activities of the network.
  • Advanced operational characteristics and capabilities of networked systems and equipment
  • Advanced knowledge of CICSO VoIP technologies, i.e.: Unity, Call Manager,
  • Ability to design and/or implement LAN/WAN infrastructure with QoS for voice applications.
  • Experience troubleshooting and resolving issues related to Voice and related application performance on IP networks.
  • Detailed understanding of telecommunication practices as applicable to both
    traditional and VoIP configurations
  • Experience with System and Network Assessment/Audit practices
  • Principles and practices of project management.
  • Methods and techniques of evaluating network performance and capacity.
  • Advanced concepts, principles and practices of network architecture, design, development, protocols, implementation and administration.
  • Principles, practices, methods and techniques used in information technology networks design, implementation and administration.
  • Principles and practices of network security and administration.
  • Methods and techniques of developing technical manuals and instructional materials.
  • Methods and techniques of evaluating network service requirements and conducting cost benefit analyses.
  • Research, analyze and evaluate new service delivery methods
  • Use professional and/or technical concepts to perform assigned duties and solve problems.
  • Prepare clear, concise and comprehensive reports and written materials.
  • Manage multiple tasks and re-prioritize as needed.
  • Plan and organize work to meet changing priorities and deadlines.
  • Work effectively under pressure, meet deadlines, and adjust to changing priorities.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Mentor junior staff.
  • Direct the work of staff on assigned projects.
  • Applying strong interpersonal techniques and demonstrating a consistent commitment and ability to work with diverse work groups and individuals.
  • Demonstrating a positive customer service orientation with both internal and external clients.
