Link Light Rail Community Outreach ManagerLink Light Rail - Close Date: Open Until Filled
Scope of Position
The Community Outreach Program Manager is a member of the Link management team, and is responsible for all outreach efforts related to the design and construction of Link light rail projects. The Community Outreach Program Manager reports to the Link Deputy Executive Director.
Essential Functions and Duties

Develop, refine, implement and monitor a strategic and integrated communications and community outreach program for Sound Transit’s Link light rail projects: Initial Segment and Airport Link (construction), University Link (final design), and East Link (environmental) with the agency’s Departments and Divisions.

Manage all aspects of the Community Outreach division, including staff of approximately ten, contracting, budget preparation and monitoring.

Manage outreach staff and program implementation at satellite offices.

Design and implement strategic outreach plans for the multiple phases of a project including planning, environmental, design and construction.

Ensure that the Communications and Community Outreach Plans for each project actively involve all facets of the community.

Participate in the agency’s performance metrics system and ensure that the performance metrics are adhered to in the overall delivery of the Community Outreach services.

Ensure that Community Outreach responsibilities are appropriately integrated into the Department’s planning, engineering and construction management teams.

Manage, develop, and approve all Community Outreach related written materials and correspondence with Sound Transit constituency associated with the Link light rail projects.

Provide timely updated information regarding Link’s projects for use on the agency’s web site and in other agency-wide communications materials, video and exhibits.

Develop and maintain relationships with Sound Transit and citizens, organizations, and officials along the Link Light Rail projects.

Coordinate requests for speakers with agency-wide speakers’ bureau.

Develop and present Community Outreach Program information to the Sound Transit Board, Finance Committee, Central Link Oversight Committee, the agency’s Citizen Oversight Panel, and other officials.

Other duties as directed by the Link Director’s Office and consistent with overall department and agency policies, programs, and communications systems.
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

Bachelor degree in communications, public policy, planning, business, or related field

7+ years experience with 4+ years in project management positions

Strong communications, written, verbal, analytical, and inter-personal skills.

Experience in public sector strongly desired
-
Experience strongly desired in outreach and communications in technical areas such as environmental analysis, planning, design & construction.

Ability and willingness to lead and manage a diverse workforce
-
Ability and willingness to work on an integrated interdisciplinary team
