Construction on roadways in downtown Federal Way will resume in January
Every year, the Federal Way Link Extension project observes a holiday roadway construction moratorium in Federal Way, from Thanksgiving to New Year's. The City of Federal Way implements the moratorium to keep the streets open and easily navigable during the busy holiday season. Once the New Year arrives, construction for the Federal Way Link Extension project will resume on the usual roadways, including S 320th St., S 317th St., 23rd Ave. S, and 21st Ave. S. Please use caution while driving in the area as Sound Transit activity ramps back up in downtown Federal Way.
Summary of impacts in early 2024

S 320th St. – Overnight lane closures for drainage installation.

Overnight lane closures on S 320th Street
- Overnight lane closures on S 320th St. will occur occasionally in early January for drainage system installation. One lane at a time will close, allowing two-way traffic.
Northbound 23rd Avenue South Closed
- In mid-January, Sound Transit crews will close the northbound lane of 23rd Ave. S. As a result, 23rd Ave. S will become a one-way road for approximately 4-6 months. Detour signage will be in place to help drivers travelling northbound bypass the closure and head north on Pete Von Reichbauer Way South.
Flagging and long-term lane closures on S 317th Street

Sound Transit will conduct overnight flagging and lane closures for around two nights in late January to set barriers for the next construction phase. After these two overnight closures, drivers will have to use the two outside lanes of S 317th St. while the crew installs new utility lines and drainage under the center lanes. This arrangement will be in place for approximately eight weeks. Sound Transit will ensure that driveway and sidewalk access is always maintained.
Flagging on 21st Avenue South

Drivers may see occasional lane closures or flagging on 21st Ave. S throughout January and February. This will be limited to one lane at a time. Please walk, roll, and drive carefully through any construction areas and follow the directions of Sound Transit crewmembers.
Future improvements and activities coming to downtown Federal Way in 2024/2025
- Sound Transit will seek input from the Federal Way community in spring 2024 about the future of about six acres of surplus property near the Federal Way Transit Station. When Federal Way Link Extension construction is complete, Sound Transit will work with the City of Federal Way to turn the unused property into new retail, residential, or mixed-use development based on the community's vision.
- During 2024-2025, roadways in Federal Way will experience significant changes. The Federal Way Transit Center bus loop will relocate permanently to the future Federal Way Downtown Link station. In addition, new street grids will form on S 319th St., S 318th St., and 22nd Ave. S. A roundabout will be constructed at the 23rd Ave. S and S 317th St. intersection to regulate traffic flow and ensure intersection safety. Stay tuned for construction timelines and traffic updates.
