1.4. Implement

1.4.1. Work with leaders of impacted organizations to discuss decisions and implementation plans. 

1.4.2. Partner with key interest holders (ST OD team, HRBPs, chiefs of staff, impacted leaders, agency staff, etc.) to support and guide implementation of chosen organization plan.

1.5. Stabilize

1.5.1. Continue to assess and determine “next-layer” (e.g., roles, reporting lines).

1.5.2. Support ongoing change management and communication activities.

1.5.3. Implementation of mobilization plans to help establish new norms, role clarity, and behavioral and performance expectation, aligned to measures of team health and stated design outcomes.

1. SCOPE OF WORK

The Contractor shall provide all the all labor/ personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform items to emergency on-call overhead catenary system and traction power substation repairs.  The contractor shall accomplish the performance objectives and general product requirements as listed below.

1.1. PERFORMANCE OBJECTIVES

1.1.1 On-call Emergency Repair Services   

Contractor shall provide Emergency On-Call Overhead Catenary System and traction power substation repairs for T Line. These goods and services include all peripheral tasks, including but not limited to emergency repairs and non-emergency repairs.

2.2. DELIVERABLES   

  1. Emergency Response Mobilization Reports Documentation summarizing each emergency activation, including response time, personnel dispatched, equipment used, and initial site assessment.  
     

  1. Completed Repair Work Orders Detailed work orders for all emergency and non‑emergency repairs performed, including scope of work, materials used, labor hours, and repair completion time.  
     

  1. Post‑Incident Technical Report A written report for each emergency event summarizing cause of failure (if identifiable), repair steps taken and technical findings.  
     

  1. Materials and Equipment Usage Logs Itemized log of all materials installed, replaced, or consumed during repairs, including manufacturer details and quantities.  
     

  1. As‑Built Updates (if applicable) Updated drawings or redlines reflecting any permanent modifications made to the OCS or traction power substations during repairs.  
     

  1. Invoicing With Supporting Documentation Invoices accompanied by labor logs, equipment usage sheets, and material receipts to ensure transparent and verifiable billing.  

  1. Contractor Availability and Readiness Certifications Periodic confirmation that the contractor maintains the personnel, equipment, and readiness required to meet on‑call standards.  
     

  1. Communication & Coordination Log Record of all communications with Sound Transit during each emergency response, including notifications, approvals, and shift summaries.

Draft scope description

This project consists of constructing site improvements and installing a new prefabricated security guard booth at Sound Transit’s Central Operations and Maintenance Facility (OMF) located at 3407 Airport Way South in Seattle, Washington.  

The work includes demolition of existing site features such as asphalt and concrete pavement, curbs, landscaping, and other surface improvements at both the north and south project sites. Following demolition, the Contractor will construct new asphalt pavement, concrete curbs and gutters, sidewalks, ramps, and landscaped areas, as well as restore all disturbed areas.  

The scope also includes civil and utility work, such as installation of storm drainage piping and structures, water and sewer piping and appurtenances, erosion control measures, and verification of existing utilities prior to construction. Concrete foundations will be constructed to support the new security booth and site lighting.  

A key component of the project is the installation of a prefabricated security booth, including placement on concrete foundations and connection of associated systems. The booth will include a restroom and computer equipment to support tracking, communications, and gate controls.  

The Contractor will also perform electrical and systems work, including installation of electrical and systems conduits, site lighting, security cameras, gate arms, spike strips, bollards, pavement markings, and signage.  

Work will occur within an active transit facility, with portions of the work taking place in the Link Light Rail right-of-way, requiring rail safety training, track access permits, and coordination with Sound Transit operations to ensure uninterrupted transit service.

Sound Transit is looking for a qualified and certified consultant to help keep its public safety radio systems working properly and in compliance with fire code.  

These systems (DAS/BDA) ensure that emergency responders (fire, police) have reliable radio coverage inside transit facilities.  

What the Consultant Will Do  

Perform annual testing and maintenance of radio systems (DAS/BDA)  

Use certified staff and equipment to check system performance  

Document and report results to Sound Transit and required platforms (TCE)  

Upload and manage records in The Compliance Engine (TCE)  

Review system data (drawings, past reports, etc.)  

Include new system installations in reporting
