Overview:

Sound Transit is building an Operations and Maintenance Facility East (OMF East) needed to support expansion of the region's light rail system in the City of Bellevue. As part of its design build contract for the facility, Hensel Phelps will deliver a temporary bike and pedestrian trail connection and identify portions of the construction staging area that can be developed for transit-oriented uses in the future. The Sound Transit Board will take separate action to manage surplus property and approve those development proposals. The budget for this project is $449.2 Million.

OMF East background:

With construction of new light rail service to Northgate, Lynnwood, Bellevue, Mercer Island, and the Redmond Technology Center, the light rail system will grow from its current 20 to 50 miles by 2023 and the existing light rail felt will more than triple in size from 62 to 214 vehicles.

To guarantee a safe, clean and comfortable ride for Sound Transit passengers, these vehicles must be cleaned every night and regularly pulled out of service to perform routine maintenance. This new eastside facility supplements the existing Link OMF in Seattle, supporting efficient light rail operations and station maintenance for light rail extensions approved by voters in 2008 and 2016.

Transit-Oriented Development opportunity:

Sound Transit has worked with the City of Bellevue and community partners since 2014 to incorporate an opportunity for transit-oriented development (TOD) at the OMF East, consistent with local plans and new housing, office, and retail projects occurring in the Spring District. In May 2017, the Sound Transit Board approved a contract with Hensel Phelps, to both create a master plan for the entire property and to construct the OMF East facilities. As part of its design-build contract for the OMF East site, Hensel Phelps will identify portions of the property that can be developed by others once construction of the OMF East is complete. Sound Transit will conduct a separate process to select a developer(s) for those parcels in the future.
