Recent Link light rail openings mean there will be changes to existing ST Express bus service. Learn what these changes could look like for you.

 

Overview

Sound Transit’s Annual Service Plan sets priorities for upcoming service changes. Every year, Sound Transit service planners analyze routes based on ridership, performance trends, and other criteria to guide service modifications or additions. 

The 2027 Service Plan proposals respond to changing ST Express ridership patterns, the expanding Link system’s need for more overnight maintenance time, and the future transition of some ST Express routes to Stride bus rapid transit.

2027 Service Plan Proposals 

Below is information about service change proposals that, if approved by the Board of Directors, would be implemented in 2027.

ST Express

Everett – Seattle / Lynnwood

Due to low ridership and to simplify service, we propose ending service to these stops:

  • Southbound early-morning Route 510 would no longer serve these stops in Everett: 
    • Hewitt Ave & Fulton St
    • Hewitt Ave & Lombard Ave
    • Wetmore Ave & Wall St
    • Pacific Ave & Rockefeller Ave.
  • Northbound late-night weekday Route 512 would no longer serve stops at:
    • Pacific Ave & Rockefeller Ave
    • Wetmore Ave & Wall St
    • Hewitt Ave & Lombard Ave
    • Hewitt Ave & Virginia Ave.

Everett/Lynnwood – Bellevue

Routes 532 and 535 are proposed to have a new stop at the new Stride station on I-405/NE 85th St in Kirkland. The station is expected to open in 2027.   

The Stride S2 Line (Lynnwood – Bellevue) is expected to begin service in 2029.

Redmond – Seattle

We propose to add a stop at Downtown Redmond Station to Route 545.

Bellevue – West Seattle 

Route 560 would no longer serve stops in West Seattle, ending at Burien Transit Center. In turn, frequency between Burien and Bellevue would increase as follows: 

  • Weekdays: Every 20 min (daytime), every 30 min (evenings)
  • Weekends: Every 30 min all day (double current service)

For trips between Westwood Village and Burien, King County Metro's RapidRide H Line serves all current Route 560 stops in this segment. The H Line runs every 7-15 minutes on weekdays and every 15 minutes on weekends.

Burien Transit Center will also be the future western end of the Stride S1 Line, which will replace Route 560 as early as 2028.

Passengers looking to go from West Seattle to Seattle-Tacoma International Airport can take the H Line to connect to Route 560. Passengers can also take King County Metro Route 60 to connect to the 1 Line.

Link light rail

“Why isn’t my train moving?!”

We know that unplanned disruptions on Link can have a major impact on your travel plans. 

One way to reduce unplanned disruptions is to allocate more time for planned routine maintenance on the Link system. This enables our crews to proactively address problems and resolve issues before they occur. In some areas of our system, we have limited time each night to perform this work, which constrains what crews can complete before service starts the next day.

After the last trip, crews must store the trains, clear the tracks, and power down before maintenance begins.

More time for routine maintenance = fewer disruptions

We are reviewing ways to get more time for conducting planned maintenance on the Link system overnight. Increasing routine maintenance time can help reduce unplanned disruptions. We want to learn how you use Link during certain days and times, so we can better understand how various maintenance approaches could affect your travel. Your input will help us evaluate tradeoffs and identify ways to reduce the effects on riders. 

An expanded Night Bus service could support any changes to the Link service’s start and end times. Some options under consideration include:

  • More frequent planned Link closures on weekends: Temporarily closing segments of the lines to allow crews to complete larger maintenance projects, supported by planned bus shuttles.
  • Ending Link service earlier at night, which an expanded Night Bus service could support.
  • Starting Link service later in the morning, which an expanded Night Bus service could support.
  • Place all trains, irrespective of their direction, on one side of the tracks during service hours. This shift could result in up to 20–30 minutes between trains while crews work.
  • Some trips only serve part of the line: For example, late evening 2 Line trips end at intermediate stations, like Northgate, so maintenance work can take place on other segments.

If approved by the Sound Transit Board of Directors, service changes would be implemented in 2027. The implementation of these proposals is subject to operational capacity at our partner agencies and may be partially implemented or deferred.

*No major service changes are proposed for the following ST Express bus routes: 513, 522, 542, 556, 566, 574, 577, 578, 590, 592, 594, 595, and 596.  If you have comments on these routes, or Sounder N Line or S Line, or T Line, please email servicechanges@soundtransit.org.

Enterprise Initiative

On May 28, 2026, the Sound Transit Board of Directors adopted an updated ST3 System Plan to guide the agency’s next phase of voter-approved transit expansion across the region as we work to close a $34.5 billion future funding gap. ST3 includes light rail extensions to West Seattle, Ballard, Tacoma, and Everett, new service between South Kirkland and Issaquah, and more. Learn about the Enterprise Initiative here.

The 2027 Service Plan proposals are consistent with the principles of the Enterprise Initiative to optimize resources and address financial and operational challenges in a transparent manner that is guided by rider input.  

What’s Next 

Your survey feedback will inform the development of our final service proposals this fall. We will present the final proposals to the Sound Transit Board of Directors in October for review. If approved, the final service proposals would be implemented in 2027.
