Delivering the ST3 vision
Like many agencies nationwide, Sound Transit is balancing transit operations and mega-project capital expansions, while also facing escalating costs.
The “Enterprise Initiative” is Sound Transit’s comprehensive effort aimed at delivering the maximum benefits of ST3 within available financial resources. As part of this effort, the Sound Transit Board is evaluating different approaches to updating the ST3 System Plan in summer 2026.
ST3 includes light rail extensions to West Seattle, Ballard, Tacoma, and Everett, new service between South Kirkland and Issaquah, and much more.

Now you can tap a credit or debit card — or a digital wallet like Apple Pay, Google Pay, or Samsung Pay — directly on ORCA readers across the region. ORCA cards are still the best option for many riders, especially if you use passes or reduced fares.
Transit is for everyone
Youth ride free
Transit across our region is fare-free for people age 18 and under thanks to Move Ahead Washington, a statewide transportation funding package. When you get and use a free Youth ORCA Card with every ride, it helps transit agencies better understand how young people are using current service and make future improvements with passengers like you in mind.

In February, Sound Transit adopted a new 2026-2030 Sustainability Plan, which sets measurable goals related to climate, community impact, and operational reliability to guide systemwide growth over the next five years and beyond.
Leadership
CEO Dow Constantine leads Sound Transit's staff, and a Board of Directors governs the agency. It's made up of local elected officials from across our transit district, apportioned by population, plus the state Secretary of Transportation.

Sound Transit's construction and operations funding comes from a combination of local taxes, federal grants and loans, borrowing through the issuance of bonds, interest earnings, fare income, and other miscellaneous revenues.
