Major Changes Coming to the Roosevelt Station Site

As early as Tuesday, August 14, the sights and sounds in front of Dwell Condos along the east side of the building will be changing next week. Sound Transit contractor will erect steel to build the South head house of the Roosevelt station. Work will be performed within the permit hours. Temporary Noise Variances (TNV) will be applied for when work needs to start early, work a weekend or work late. Below are the changes that will take place to accommodate these activities:
Duration of work:

  • Tuesday, August 14 – Tuesday, September 11

What to expect:

  • Construction Activities: Steel erection can be loud when they are trying to drive bolts to make up bolted connections. This will not be sustained for the full shift, it’s periodic as pieces are brought together. This will be through the duration of the erection and when we lay metal decking for the roof.
  • A fire retardant curtain will be attached to the Headhouse Steel to protect eyes from welding flash burn and any small material from falling onto their property. This will be allowed to billow with the wind, but will be pinned at the key locations, such that it does not push into their building.
  • The contractor is following safety regulations for the entire erection. When welding operations are occurring, it’s always best practice to never look at or stare at the welding. Most welding operations will be from a safe distance, but if we get close to Dwell, we will make sure the crew establishes a blind to protect the residents and public if required by safety regulations.
  • The crew members have been asked to avoid looking in windows. 
  • The steel is going to block at least the views of the first and second floors along the east side of Dwell. 
  • There will be boom and scissor lifts working around the area. They do have back-up alarms. These will only be use during the permit hours or during TNV allowances.
  • Traffic impacts: Temporary closure of northbound lane along west side of 12th Avenue NE between NE 65th and NE 68th Street will remain closed.
  • Sidewalk Closure: The sidewalk on the west side of 12th Ave NE between NE 65th and NE 68th street will continue to be closed.
  • Construction equipment: Welding torches, crane, boom and scissor lift.
  • Work Hours: 7:00 am – 5:00 pm unless a TNV has been granted.

Early Morning Concrete Pour – Roosevelt Station site

On Wednesday, August 8, and Tuesday, August 14, Sound Transit’s contractor will conduct a large concrete pour requiring work to begin at 5 a.m. at the Roosevelt Station site. A temporary noise variance permit has been obtained from the City of Seattle for this work. This concrete pour is expected to take two days. The work schedule is subject to change. Notices will be redistributed if necessary.

What to expect:

  • Traffic impacts: Temporary closure of northbound lane along west side of 12th Avenue NE between NE 65th and NE 68th Street for concrete pour on Wednesday, August 8, & Tuesday, August 14:
    • Concrete trucks will enter and exit the site from this lane.
  • Construction activities: Setting up the concrete pump. The contractor will install sound barriers around the concrete operation to help keep noise to a minimum.
  • Increased vehicle traffic: 10 trucks per hour.
  • Equipment: Concrete pump truck, concrete trucks and tower crane. 
  • Work Hours: August 8 & 14: 5:00 am – 5:30 pm   
  • Sidewalk Closure: The sidewalk on the west side of 12th Ave NE between NE 65th and NE 68th street will continue to be closed.

August 6 – 11 closures of Northeast 103rd Street between 1st Avenue Northeast and 3rd Avenue Northeast

Starting as early as Monday night, Aug. 6 through Friday morning, Aug. 10, Northeast 103rd Street will be closed overnight while Sound Transit's contractor performs trench work for a duct bank for a new signal and streetlight at the Northgate Transit Center roadway.

Starting Friday night, Aug. 10 through Saturday, Aug. 11, Northeast 103rd Street will be closed around-the-clock while Sound Transit's contractor installs temporary structural support used during construction.

Access to Northgate Mall and Northgate Transit Center will be maintained.

Work hours

  • Monday night, Aug. 6, to Friday morning, Aug. 10: 8 p.m. – 5 a.m.
  • 8 p.m. on Friday night, Aug. 10, to midnight on Saturday, Aug. 11

Traffic impacts

Closure of Northeast 103rd Street east of the 1st Avenue Northeast intersection to west of 3rd Avenue Northeast intersection (see map). 1st Avenue Northeast will remain open in both directions.

Construction equipment

  • Monday night to Friday morning:
    • Concrete cutter, excavators, dump truck, light plants, compaction tools, etc.
  • Friday night to Saturday night:
    • Cranes, semi-truck with flatbed trailer, aerial lifts, forklifts, etc.

Nighttime closure of NE 103rd street between 1st Avenue NE and 3rd Avenue NE – August 1 and August 2

Starting on Wednesday night, August 1 at 8:00 PM, and ending on Friday morning, August 3 at 5:00 AM, NE 103rd Street will be closed overnight between 1st Avenue NE and 3rd Avenue NE (see map) in order for Sound Transit’s contractor to perform trench work for the duct bank for the new signal and street light at the intersection.

Access to Northgate Transit Center and Northgate Mall will be maintained.

Wednesday, August 1, 8:00 p.m. – 5:00 a.m. Thursday, August 2
Thursday, August 2, 8:00 p.m. – 5:00 a.m. Friday, August 3

July 25 and 26 nighttime closures of NE 103rd Street between 1st Avenue NE and 3rd Avenue NE

On Wednesday night, July 25 and Thursday night, July 26, NE 103rd Street will be closed overnight while Sound Transit’s contractor performs trench work for a duct bank for a new signal and street light at the Northgate Transit Center roadway.

The Northgate Link Extension is a key part of Sound Transit’s regional system expansion. Approved by voters in 2008, the 4.3-mile light rail extension includes stations in the University District, Roosevelt and Northgate neighborhoods.

Nighttime Road Closure on JC Penney Mall Loop Road - Access Northgate Mall Park & Ride Garage on NE 103rd St

There will be nighttime road closures at Northgate Mall loop road on the SW corner near JC Penney (see map) Monday night, July 23 to Saturday morning, July 28. The entrance to the Northgate Mall Park & Ride garage will remain open but the loop road west of the garage will be closed.

This is to allow Sound Transit’s contractor to install storm systems around the new parking garage.

Access to the Northgate Mall Park & Ride Garage will be maintained via NE 103rd St.

What to expect:

  • Monday night July 23 through Saturday morning, July 28

Work Hours: 9:00 p.m. – 7:00 a.m.

Traffic Impacts:

  • Closure of SW corner of Mall Loop Road near JCPenney (see map).

Construction activities: Installation of new storm systems.
Construction equipment: Excavators, front end loaders, compactors, pipe saws.

Road Closure on JC Penney Mall Loop Road - Access Northgate Mall Park & Ride Garage on NE 103rd St

There will be a road closure at Northgate Mall loop road on the SW corner near the JC Penney lot (see map) on Monday, July 23 and Tuesday, July 24. Both entrances to the Park & Ride garage will remain open but the loop road west of the garage will be closed.

This is to allow Sound Transit’s contractor to install segmented panels for one of the stormwater detention vaults.
Access to both NE 103rd St Park and Ride garage entrances will be maintained.

What to expect:
Monday July 23 and Tuesday July 24

Work Hours: 6:00 a.m. – 6:00 p.m.

  • Closure of SW corner of Mall Loop Road near JCPenney (see map).

University District Neighborhood Construction Update

Major Changes to the U District Station site from June 2018 – July 2019
As early as Saturday,  July, 21 and Sunday, July 22, you will begin to see the next stage of changes around the U District Station site. The contractor is preparing to remove the temporary bridge girders that supported the temporary street NE 43nd in front of U Manor Apartments.  Below are the changes that will take place to accommodate these activities:

What to expect:

  • Work Hours: 5:00 am – 5:00 pm Saturday – Sunday for the removal of the girders.
  • Crane will be set up 5:00 am and work will not start until 9 am and will conclude at 5 pm.
  • Crane will be dismantled on Sunday at 9 am.
  • Work equipment: Crane, trucks, grinders, impact wrenchs, jackhammers.
  • There will be additional noise while this work is going on.

Early Morning Concrete Pour at U District Station

As early as Thursday, July 19, Sound Transit’s contractor, will conduct concrete pours for the U District Station (UDS). All concrete trucks will enter through the designated gates turn around and back into the UDS site to have the concrete pumped out of the trucks. Once emptied they will leave the site through the gate in which they entered (See map).  The work schedule is as follows:

What to expect for traffic impacts:

Thursday, July 19:

  • 5 AM pump set-up 6 AM pour.

Friday, July 20:

  • 3 AM pump set-up 4 AM pour

Concrete trucks will enter and exit the UDS site at the following gates: 

  • The North Gate: Trucks will enter on Brooklyn Ave NE near NE 45th Street. Once the trucks have been emptied they will leave the site through this gate and proceed north to NE 50th Street before entering the freeway (see map). There will be a Seattle Police Officer posted at NE 45th Street for traffic control.
  • The West Gate: Trucks will enter on NE 43rd Street near 12th Ave NE. Once the trucks have been emptied they will leave the site through this gate and proceed to 11th Ave NE, turn right and proceed north to NE 50th Street before entering the freeway (see map). Concrete trucks will be staged near the west gate.
  • The South gate: Trucks will enter on Brooklyn Ave NE near NE 43rd Street. Once the trucks have been emptied they will leave the site through this gate and proceed down Brooklyn Ave NE to Campus Park Way and turn left.  At 15th Ave NE they will turn left and proceed north to NE 50th Street before entering the freeway (see map). Concrete trucks will be staged near the south gate.
  • No parking signs: will be placed in the following locations:

o Brooklyn Ave NE south of NE 43rd to NE 42nd Street.

o Brooklyn Ave NE north of NE 45th to NE 47th street.

o Brooklyn Ave NE south of NE 45th Street.

  • Sidewalk Closures: The sidewalk on Brooklyn Ave NE between the UDS site and NE 45th Street will be partially closed.

o The pedestrian pathway around the UDS site will be open.

  • Work Activities: Increased vehicle traffic (4 – 10 trucks per hour).
  • Work Hours: 7/19/18 - 3:00 a.m. to 7/20/18 - 11:00 p.m.
  • Seattle Police officer will be stationed at NE 45th Street and spotters/flaggers will be present at the south and west gates.
